The state of Iowa is experiencing an increase in crime rates over the past decades, especially with violent crimes, like murder. As a result of this rise, and also federal legislation, Iowa employers are required to run background checks on potential employees. The job hiring process in the state begins in the same way as in other states. To prevent discrimination based on convictions, Iowa employers may not ask applicants about their criminal records until they advance in the job hiring process.

While most states in the country have clear laws about restricting employers and the checks they perform Iowa does not have such laws; the state does not have clear laws when it comes to making decisions based on criminal records. So, is an applicant is rejected because he/she has a criminal record, only the federal law can protect them. To prevent discrimination that may result from criminal convictions, the Iowa Workforce Development Department has issued a guide saying arrest records alone “cannot be used to routinely exclude persons from employment,”. So, while there are no Iowa laws that prohibit discrimination, employers are required to not use a person's criminal record as the sole reason for rejecting him/her from the position.
