It is the Mission of the Franklin County Regional Jail to provide public safety, institutional safety and a constitutional level of care. Participating in any program is limited by size due to security needs. Depending on the security concerns that an inmate is associated with and their behavioral tendencies, acceptance for every program is not automatic. If an inmate misuses, disrupts or does not attend the program, it will result in being removed from the program and denial of re-admittance. Here is a list of some of the Activities and Classes that are available for inmates at Franklin County Jail.

- GED Classes/ KEYS Classes - To help them improve their educational abilities and increases their chances at landing a job.

- AA Classes- Male and Female- These programs rehabilitate inmates and help them improve their lifestyle choices.

- Female Parenting Class- Inmates who are convicted at an early age or women who have had trouble parenting, benefit from this program.

- Female Writing Class- It encourages self-confidence and improves writing skills.

Restricted Custody Center

There is a restricted center to cater to inmates that have had a strong case or inmates who need restricted custody to reduce the risk of acting out and creating any commotion.

- GED Classes/ KEYS Classes- Specialised classes helps inmates think and improve their educational background and also improves their chances at securing a job after their release.

- Adult Parenting - Inmates who have children or may have children in the future benefit from this program, as they learn from experts and trained people from this area. It helps improve their relationships.


- ACTS Class - Alcohol Chemical Treatment Series is a twelve-week substance abuse program designed to equip each inmate with the tools necessary to break the bonds of addiction. The program consists of 12-17 one-hour classes each week, and participants are awarded a certificate documenting their completion of the course. By participating in the A.C.T.S. program, inmates can meet their court-ordered requirements which also benefits them spiritually.

- AA/NA Class- The Twelve Step method, introduced by Alcoholics Anonymous, is the most popular drug and alcohol treatment method. AA and NA Meetings involve group sharing and encouragement. It encourages inmates who suffer from addiction to narcotics or alcohol to quit and work on their addiction.

- Bible Study & Church Services

These programs are administered and encouraged to improve the inmate’s re-entry into the real world after their release. It helps in rehabilitating inmates and positively encouraging them to become good citizens of the state.

Inmates are provided with an Individual pin that they can use to make phone calls while they are incarcerated. Inmate phones are available Monday through Thursday 6 a.m. to 11 p.m. and Friday through Sunday 6 a.m. to 12 a.m. Each phone call placed is subject to a 20 minute cut off.
