Federal Correctional Institution History
FCI Morgantown was committed by Senator Ted Kennedy in December 1968. Then, it was known as the Robert F. Kennedy Youth Center. A decade later, FCI Morgantown got promoted from a juvenile center to an adult detention facility, emerging as a Federal Correctional Institution called the Morgantown Kennedy Center.
Initially, the facility design was created and operated as a testing ground for the experimental unit-management model of detention i.e. an attempt to introduce more humane practices and processes for prisoner management. Housing Group Program for inmates was one such approach, a flagship program of this approach, supervised by a multidisciplinary team and specialized staff. FCI Morgantown was also the first correctional facility to introduce, rehabilitation assistance, training, counseling, and religious services to inmates.
