He was responsible for sponsoring the legislation to establish this facility. The facility is located in San Joaquin County and has a capacity of over 1600. In the year 1956, the Mexican Mafia was established at Deuel, a US criminal prison Organization. The facility also operates a 1200-cow diary. The facility supplies milk to other prisons.

There are various inmate programs that are facilitated at this facility like a farm, dairy operation, narcotics anonymous and alcoholics anonymous for rehabilitation. The Kasson Adult School has adult basic education and has helped in the rehabilitation of thousands of inmates. There are GED (General Education Development) programs and exams too. Technical education programs, youth diversion, and religious programs and physical education programs are also available. Through the Prison Industry Authority, the facility also operates a dairy and farm operation.
The facility houses two kinds of inmates; those who are long-term inmates who form the general population of the facility. It also facilitates Reception Center Inmates who are there for a short period of time. When inmates are received at the reception center, they are subject to evaluation on their history and accordingly they may be placed within DIV or sent to another facility in California.

For Saturday visits, email should be sent on Monday between 7:00 AM and 09:00 AM. For Sunday visits, email should be sent on Tuesday between 7:00 AM and 9:00 AM. On Fridays, one can call the visit between 8:00 AM and 09:00 AM for Saturday or Sunday visits.
