In the beginning, this was Cochise correctional training facility. That was during the early part of 1984. Maricopa was the unit that was constructed and it was done using the assistance of the inmates. The inmates worked under a contractor. After that, the Mohave unit was built. However, the number of inmates led to overcrowding.

As a result, the Gila unit was built. A law was passed in 1984 that required inmates detained for DUI to lodged separately from the other inmates. Thanks to this requirement the state bought a unit from the Desert Inn Motel company. This was the Papago unit. The unit was originally a hotel that got converted into a prison. Late they added another unit that acted as the special detention unit.

Douglas Arizona State Prison Complex Inmate programs

The Arizona State Prison Complex - Douglas has working agreements with the local community as well as the surrounding communities. Under these agreements, inmates work both within the complex as outside of it. Inmates who are placed in the Eggers, Gila, and Papago units are allowed to work outside the complex. The inmates who are housed in the Mohave unit work strictly within the perimeter of the complex.

The inmates who work outside the perimeters help the community by two types of projects. They work in projects that help to better the community as well as in projects that beautify the community.

The Douglas complex also provides these inmates with an education. It has been said that many inmates have got their GED (General Equivalency Diploma). The complex works closely with Cochise college to provide these inmates with work-based education,

Inmates also get to participate in treatment programs that help overcome addictions substances, alcohols, and narcotics. They can also take part in programs that help become useful members of society once they are released.

This complex allows visitation on weekdays and holidays. The visitation hours are between 8 am and 4 pm. Visitors are, however, warned that they must visit before 3 pm. This is because the complex does not process any request that is made after 3 pm. This rule is followed on all visiting days.

These rules are not followed for the “complex detention unit”. Inmates in the complex detention unit can have scheduled appointment visits. However, the visits must be sanctioned on or before the Monday of the week of the visit. The day allotted for these visits is Tuesday and there are two timing slots

The first is between 10:30 am and 12:30 pm while the second is between 12:30 pm and 2:30 pm. Visitors must send the application to the inmate directly or the visitation officer of Mohave or Gila unit. This application must be sent 60 days in advance.
