The Elmira Correctional Facility is managed by the New York State Department of Corrections and Community Supervision and was opened in the year 1876. This all-male prison is nicknamed as “The Hill” and is known for its maximum security. The closest prison to this one is located two miles away from Elmira, the Southport Correctional Facility, a supermax prison. At any given time, the total number of 1,796 inmates can be held within the facility.
In the year 1876, the original name of this facility was Elmira Reformatory and was headed by a controversial superintended named Zebulon Brockway. Brockway was known for acting with rehabilitation aims and used to instill discipline to all inmates along the lines of military training. Though he was extremely brutal in his ways, he was acknowledged to be a leader in his field. In the year 1970, the facility was renamed to Elmira Correctional Facility.
Elmira Correctional Facility Visiting Hours
All inmates residing within the Elmira Correctional Facility are given an inmate number of their DIN. Based on this information, their visiting timings and dates are decided by the facility. Those inmates who have an even number at the ending of their DIN (2,4,6,8) are allowed visits on even days of the month while those who have an odd number ending of their DINS (1, 3, 5, 7, 9) are allowed visits on odd days of the month. On those months that have the 31st date, all visitors are free to visit their loved ones.
A total number of three adults and children under the age of three years are allowed to visit an inmate at any given time.
The visitation hours are as follows:
- Mondays to Fridays - 9:00 am to 3:00 pm (visitors who arrive after 2:00 pm are not going to be processed)
- Inmates in the reception center are allowed visits on Saturdays & Sundays from 8:30 am to 3:00 pm (visitors who arrive after 2:25 pm are not going to be processed)

Several programs are offered to the inmates within the facility. These programs are to help inmates in a variety of ways so that they can easily readjust to society upon their release. This is a program that helps inmates to learn a specific skill during their time in prison. This skill can be further useful to them for building a career in the future. All inmates can use the vocational skill that they have learned to secure a job and with it an earning after their release. Some of the different skills that are taught include plumbing and heating, printing, paintbrush and roller fabrication, building and custodial maintenance, carpentry, electrical, masonry, welding, business, and machining.
Through this program, inmates get a chance to participate in working for industries like cast aluminum foundry, printing plant, paintbrush, and roller manufacturing shop.
This program is especially for those inmates who are known for substance abuse, are alcoholics or who have been convicted for a sexual offense. Inmates are made to understand the offense that they have committed and the impact that it has on their lives. By creating a positive environment and through constant counseling the causes and effects of all the crimes, inmates heal and gain knowledge about their actions. The prime purpose of this program is to reform inmates in a way that they do not resort to drugs, alcohol or violence in the future.
Mental Health Programs
For those inmates who are struggling with incidents and themselves and are known to have certain mental health problems, they receive help and treatment through this program. Inmates are analyzed and counseled regularly, they are also monitored for recovery purposes. For inmates to lead a life that is free of mental health problems, this program was created and is being executed successfully.
