The history of the Julia Tutwiler prison can be traced back to the year, 1942, when the facility was built. It cost $350,000 to construct at that time. Initially, the prison had the capacity to hold 400 female prisoners. When it originally opened, it was called the Wetumpka State Penitentiary, which was the first state prison.

The prison was named in honor of Julia S. Tutwiler, the "Angel of the Stockades", a well-known Alabama educator and a warrior for female prisoner education and improvement of prison conditions and amenities. This facility has a mental health unit, a medical infirmary, and units for pregnant inmates. Some of the inmates here have a temporary stay. For others, they have to call it their home for a long time.

The prison has been in the limelight for "staff-on-prisoner sexual harassment and abuse" and complaints of inmates feeling that their safety is compromised. A recent report released by the United States Department of Justice prompted urgent action by the Alabama Department of Corrections.

A settlement that included direct and regular monitoring of conditions inside the facility was reached and implemented. This has had drastic positive results and the conditions of the inmates have improved significantly. The facility has a special unit for those who are aged and infirmed. Besides these units, the facility has an in-house auditorium and a chapel. The warden is Deidra Wright.

This facility offers treatment for drug abuse and alcohol abuse. The prison also has ancillary services. The facility has a clothing plant that manufactures clothing for its women inmates, as well as for the Alabama Department of Corrections and other county prisons. In order to visit an inmate at the facility, an inmate has to have been granted visitation privileges prior to the visit. You also have to fill out an application for visitation and get approval for that application, prior to the visit. A visitor is not permitted to enter visitation in the last hour (12:00 p.m.) of the day of visitation.

Visitors may arrive no sooner than a half-hour prior to the visitation opening. All of the occupants of the vehicle of the visitor must attend the visitation, and no one is permitted to wait in a vehicle while the visitor visits an inmate. Visiting hours are from 7:00 a.m.-1:00 p.m. and the day is fixed by prior appointment.
