Turney Center Annex Profile and Valuable Information

The Turney Center Industrial Complex is a prison owned and operated by the Tennessee Department of Correction (TDOC). It first opened for operation in 1971. However, Turney Center Annex opened only in 1985 which was formerly known as the Wayne Boot Camp. The Annex is a minimum-security correctional facility.

Turney Center Annex Inmate Programs:


The Tennessee Department of Corrections (TDOC) adopts an educational system that has full accreditation from the Tennessee Department of Education. Thus the Tennessee Department of Education runs an educational program in the Turney Center Annex also. The TDOC provides a wide range of academic and technical courses that can become beneficial to each inmate.

At the fore of this ambitious academic program are a team of dedicated and qualified teachers. These teachers hold a valid Tennessee teacher’s license. Many of them are certified by NCCER or the National Center for Construction Education and Research.

Turney Center Annex

These teachers are employed to provide instruction in Adult Basic Education (ABE) and Career and Technical Education (CTE) to the incarcerated offenders. In partnership with the Tennessee Higher Education Initiative (THEI) and Lipscomb University, the Tennessee Department of Correction offers classes that lead to a general education certificate, an associate’s degree, a bachelor’s degree or a master's degree. The aim of the TDOC is to provide offenders an education as well as career training in order to equip and sustain them on release from prison.

Adult Basic Education (ABE)

Adult Basic Education (ABE) programs help incarcerated offenders acquire academic skills through subjects like mathematics, language arts, reading, social studies, science, and writing. The classes are interactive, engaging and relevant and maintain the same standards as that of any academic or technical college.

The TABE or Test of Adult Basic Education Score is the official score standard used to conduct tests. A successful pass at a certain level of the ABE will promote the individual to the next level. Successfully completing the ABE will automatically qualify an individual for the state-recognized High School Equivalency (HSE) test.

Career Technical Education (CTE)

Career Technical Education (CTE) programs offer the NCCER certification which is acquired on successful completion of industrial training. Additionally, the Career Management for Success Programs offers courses that will shape individuals through a real-world context, helping them acquire skills and knowledge that will hold each person in good stead and for successful reintegration into society. Some CTE programs conducted are, Automotive Mechanical Technology, Barbering, Carpentry, Computer-Aided Design (CAD), Construction Core, Electric Core, Refrigeration Core, etc

Library: The Library is well stacked and offers incarcerated inmates access to reading materials, fiction and non-fictional books, magazine, newspaper subscriptions, audiovisual equipment, academic and technical materials, legal books and biographies.

Turney Center Annex Juvenile Program:

The juvenile program is a behavioral program designed for juvenile inmates aged 16 and 17 years. This program is designed to educate juveniles on destructive behaviors and its repercussions, faulty thinking patterns and the negative consequences that bring about a criminal lifestyle.

Young Adult Offender Program:

The Young Adult Program serves individuals to develop pro-social life skills. These skills are brought about in a young adult between the ages of 18 and 26. The course or program stretches to about 24 months. In this program, pro-social life skills are taught. Methods used are based on cognitive behavioral therapy.
