Hawaii Public Records
Established in 1975, the Hawaii Uniform Information Practices Act (UIPA) defines what is the allowed access to public records in the state. Under the act, public records in Hawaii are records that include any written, electronic, visual and auditory materials maintained in government offices (with several exceptions). The aim is to make government proceedings transparent and establish trust with the public.

Vital records in Hawaii are maintained by the Office of Health Status Monitoring unit of the Hawaii Department of Health. There have been several legal debates on whether Hawaii is a US state, or an independent military occupation. As a result, Hawaii has its own legal status and its own unique constitution that was adopted in 1950. The constitution includes 18 articles and a preamble, including several revisions.
Hawaii was accepted as a US state (debatable) in 1959, and was advised to amend its constitution in three ways. The result was three ballot propositions that were later voted as three amendments to the constitution. The amended constitution was accepted by the US congress on March 18, 1959, and went into effect on August 21, 1959.
Fees for Public Records in Hawaii
Requests for copies of vital records in Hawaii must be made in writing or online, and cannot be made via phone, fax or email. Vital records fees in Hawaii are as follows (according to http://health.hawaii.gov):
- $10.00 for the first copy of each certificate, and
- $4.00 for each additional copy of the same certificate ordered at the same time.
- $2.50 portal administration fee for each birth, civil union or marriage certificate order up to 5 copies and for each 5-copy increment thereafter.
- Once an order has been received and processed, a $10.00 fee will be charged for any request to make changes to the order.
Copies of the desired records will be provided up to 10 working days after they are requested.
Requests for criminal records must be sent to the Hawaii Criminal Justice Data Center, and each check costs $30. Each additional certification will cost $20. Requests are processed and certificates are sent within 7-10 working days.
