Umatilla County Jail is a correctional facility located in Umatilla County, Oregon. It is under the Umatilla County Sheriff’s Office, which is currently headed by Sheriff Rowan. The facility is under the supervision of Captain Stewart Harp, Jail Administrator, who, in 2008, was awarded the prestigious Jail Commander of the Year Award by the Oregon State Jail Command Council.

The county jail is a well-administered facility with state-of-the-art infrastructure to ensure a safe and comfortable environment for the inmates. As of now, it contains a total number of 252 beds.

The staff here is extensively trained, requiring a certification from the State of Oregon. After they receive their certification, they are expected to undergo 40 hours of training every year. Currently, Umatilla County Jail has 32 full-time staff members, each of whom works 12-hour shifts. In addition, there are 19 support staff members as well.

In 2017, a total number of 5051 inmates were booked, out of which 5048 were released. The previous year, in 2016, the number of inmates booked was lower at 4604, out of which 4570 were released. Taken on average, about 4,383 inmates are booked and released every year.

 

Programs available for inmates in Umatilla County Jail

In order to provide the inmates with an opportunity to correct their behavior and adopt more productive and positive behavior, Umatilla County Jail has made a number of programs available for the inmates. These programs help them assimilate into society once released and help them lead a life free of crime.

Some of these programs include Anger Management programs, In-Patient Alcohol Drug Treatment, GED classes, and more. In addition, the administration has introduced faith-based services in jail in order to fulfill the spiritual and religious needs of the inmates.

Umatilla County Jail has also partnered with schools in the area to introduce two different tours created especially for high school students. One tour is a Leadership Program where teenagers with certain career interests for their future are taken on a tour. The second is a Youth Outreach Program where teenagers that have been convicted for Minor in Possession (MIP) interact with students in the Alcohol and Drug class.

A unique feature that has been available for inmates in Umatilla County Jail is the implementation of tablets in every dorm. In association with Telemate, the administration has provided each dorm a tablet through which inmates can listen to music, watch movies, read books, send and receive messages as well as pictures from contacts which have been approved. They can also access useful online resources for training purposes.

Inmates in Umatilla County Jail can make phone calls using the jail phone system. However, they are not allowed to receive phone calls. If friends, family and/or relatives need to contact the inmates, they can do so using any of the three options –

  • Leaving a voicemail, which has a maximum duration of 3 minutes
  • Writing a letter addressed to the inmate
  • Meeting the inmate during the facility’s official visitation hours

Inmates may be visited on Mondays, Tuesdays, Thursdays, and Fridays, and any visitor must schedule their visit the day before by calling up the reception. For female inmates, visitation hours are from 10 am to 10:30 am, and 3 pm to 4 pm. For male inmates, visitation hours are from 7:30 am to 8 am 8:30 to 9 am, 1 pm to 1:30 pm and 2 pm to 2:30 pm.
