FBI Most Wanted FugitivesA fugitive is a person who has escaped from captivity or is in hiding. The recent news of Carlos Ghosn escaping from Japan without a trace and allegedly slipping into a case of a musical instrument being transferred to a small local airport and landing to Lebanon gives us a perfect example of a type of Hollywood-style scenario to escape from justice.
Fugitives can be a real threat to public safety. Offenders of all types are left on the run, flying away and escaping to justice. The FBI published a list of fugitives and describes the charges against them, their names and aliases as well as bond and ties to specific countries or cities. The FBI publishes this information and solicits the help of citizens for any information leading to their arrest. Often, the FBI offers generous reward for information leading to the arrest of high-profile fugitives.

1. Li Fangwei
Li Fangwei most commonly known as Karl Lee from Chinese nationality is wanted for his involvement in the proliferation of weapons of mass destruction-related technology to Iran. He is allegedly a prolific supplier to the ballistic missile program of the Government of Iran, a designated State Sponsor of Terrorism. He controls a large network of front companies based in Eastern China which he allegedly used to defraud United States banks, regulators and companies in violation of the International Emergency Economic Powers Act (IEEPA) and the Weapons of Mass Destruction Proliferators Sanctions Regulations. It is also alleged that he continues to violate United States law and economic sanctions by engaging in prohibited transactions worth millions of dollars through United States-based financial institutions.
A reward of up to $5 million is offered for information leading to the arrest or conviction of Li Fangwei.
2. Juan Jose Esparragoza-Moreno
Juan Jose Esparragoza-Moreno, also known as "El Azul", is a Mexican drug lord and former commander of a drug trafficking organization. He is one of Mexico's most wanted criminals, allegedly the leader of Sinaloa Cartel and joined forces later with the Juarez Cartel. He founded the Guadalajara Cartel and tortured, kidnapped and murdered a DEA Special Agent Enrique Camarena. He is also allegedly responsible for te importation of over 14 tons of marijuana into the United States.
A reward of up to $5 million is offered for information leading directly to his arrest or conviction.
3. Christopher Robert Metsos
Christopher Robert Metsos is wanted by the FBI for involvement in a Russian spy ring. He is allegedly a member of the Illegals Program, a network of Russian sleeper agents under non-official cover. Christoper Robert Metsos is part of the investigation called Operation Ghost Stories charged of long-term deep-cover assignments in the U.S.A. on behalf of the Russian Federation. He was alleged to be known as the money man and regularly traveled to the US to deliver money to his fellow Russian spies.
This occurred from 1993 to 2005. A federal arrest warrant was issued for Metsos in the United States District Court, Southern District of New York, on June 25, 2010, after he was charged with conspiracy to act as an unregistered agent of a foreign government and conspiracy to commit money laundering. Metsos was arrested in Cyprus on June 29, 2010, but posted bail and fled.
The FBI is offering a reward of up to $50,000 for information leading to the arrest of Christopher Robert Metsos.
4. Jose Arturo Navarrete Jr.
Jose Arturo Navarrete Jr. is a child predator wanted for allegedly sexually assaulting a young girl in Sacramento County, California. He is charged with four counts of a lewd or lascivious act with a child under 14, three counts of the sex act and four counts of oral sex with a child 10-years-old or younger. He is considered a high priority for the FBI as he committed crimes on young and innocent victims. The fugitive Navarrete has ties with Mexico, New Mexico, as well as the Midland and Odessa areas of Texas.
A reward of up to $5,000 is available for information leading to the arrest of this 24-year-old man wanted for allegedly sexually assaulting a young girl.
5. William Willingham
This one's not for the faint of heart... William Willingham is wanted for kidnapping and rape in Tate County, Mississippi. He is alleged to have tied up his girlfriend in her bedroom at her residence and proceeded to the next room to rape her daughter. His girlfriend managed to free herself and went to the aid of her daughter. However, brandished a knife and forced his girlfriend back into her room. He then returned to the room of his girlfriend's daughter and allegedly continued to rape her. Willingham soon fled the residence. He is known to be a heavy drinker and drug user. He is also known to carry a 12-inch knife.
The FBI and the Tate County Sheriff's Office in Mississippi are offering a $5,000 reward for information leading to the arrest of William Willingham.
6. Wei Li Pang
Wei Li Pang is a Chinese nationals allegedly involved in transporting females in interstate or foreign commerce with the intent that these females engage in prostitution inside massage parlors and elsewhere, according to the FBI. Wei Li Pan allegedly transported at least five females in interstate commerce for illegal sexual activity between May 2006, and May 2007. She pleaded guilty to two-count information in the Court but failed to appear for sentencing. She may be traveling with her husband and partner in crime Shu Gang Li. They could eventually be in Canada.
7. Hazel Leota Head
Hazel Leota Head could probably be nicknamed praying mantis. Instead, she has a long list of aliases and is wanted for murder, theft and arson. She has been married as many as 10 times and has gone by more than two dozen names. She has been wanted since 1991 for burning down her former boyfriend's mobile home in Nebraska. She's known to hitchhike around the country and traveling with drivers.
She has met Charles Barker, a lonely man who had suffered the loss of his wife of eleven years. He was using his money from the settlement to gamble. This caught the attention of Hazel Leota Head and saw in Charles Barker a lonely man to latch onto until she drained his bank account dry. His children were, at first, happy that he found someone to be with until they realized she just wanted his money. Her daughter started to worry when she could not have news for over a week and asked her aunt to check on Charles. When she arrived, she discovered his dead body in the kitchen with a gunshot in the back of the head. Hazel and Charles' car were missing. She's part of the mysteriously missing and most wanted American. The FBI is offering a reward of up to $5,000 for information leading to the arrest of Hazel Head.
8. Joe Matthew Constance
Joe Matthew Constance is on the run since 2011. He is accused of shooting and killing his estranged wife, Mary Duhon at her home in Calcasieu Parish, Louisiana on June 5, 2011. He forcefully entered his estranged wife's residence, confronted other occupants of the resident, threatened to shoot two of the occupants and physically assaulted another one while demanding to know the location of his estranged wife. When he found her, he allegedly shot and killed her, and fled the area right after.
Authorities have been searching for him in a very large area, with the help of local police agencies, Wildlife, and Fisheries, but he has never been found. Constance is highly wanted, and a reward of up to $20,000 is offered by the FBI for information leading to his arrest or conviction.
9. Maksim Viktorovich Yakubets
Maksim Viktorovich Yakubets also is known as AQUA is one of the world's most harmful hackers from Russia. He is accused of carrying malware attacks that resulted in tens of millions of dollars in losses worldwide. He has infected tens of thousands of computers in both North America and Europe. He is involved in the installation of malicious software known as "Zeus" which was disseminated through phishing emails and used to capture victims' online banking credentials. It was then used to stole money from victims' bank accounts.

10. Steven Eugene Clifford
Steven Eugene Clifford is a licensed chiropractor and acupuncturist who operated in an office in Carnelian Bay, California for several years. He is wanted for alleged sexual assaults of eleven victims from 1998 through 2002. He was arrested in January of 2002 for sexually assaulting several of his patients including a juvenile. He failed to appear for his sentencing and was charged with unlawful flight to avoid prosecution. He traveled to California and Mexico and is believed to be in France, Canada or Belgium. He is a heavy alcohol drinker and is known to frequent nightclubs.
The FBI is offering a reward of up to $10,000 for information leading to the apprehension and conviction of Steven Eugene Clifford.
