How to Find Public Police Records in the State of Missouri?

The State of Missouri notifies criminal records as the legally admissible documented history of all charged and convicted criminal activities of any individual, as documented by the designated law enforcement authorities. The State only records and maintains criminal records of offenses within the jurisdiction of various Law Enforcement Agencies of the State or Federal offenses committed within the jurisdiction of the State. The Criminal Justice Information Services (CJIS) Division of the Missouri State Highway Patrol is the designated custodian of the criminal records of the State and it is the foremost authority for aggregating, managing and issuing criminal records according to a prescribed format, wherein the following data must be mandatorily recorded:

  1. Information about the offender including:
  2. Registered Legal Name and known aliases of the offender as well as parents.
  3. A mug-shot that qualifies as a sufficient basis for photo-identification.
  4. Date and Place of Birth.
  5. Ethnicity, Race, Gender, and Age.
  6. Physical descriptors and biometric data of fingerprints.
  7. Any persistent physical and/or psychological conditions that mandated authorities to execute special protocols or procedures at the time of arrest or incarceration.
  8. Information about the offense:
  9. Date, place, and type of Offense.
  10. Information on Warrants issued, including date, place, type and issuing authority details. Special mention of all outstanding warrants.
  11. Arrest Records from across all Counties and arrests outside the State that mandate deportation back to the State.
  12. Information about conviction, probation, parole, incarceration, penalties due upon sentencing.

Missouri Police Records

As the authorized custodian, Missouri State Highway Patrol is tasked with the following activities, the outcomes of which must reflect in the ordered criminal records:

  1. Aggregating the aforesaid information from the criminal records of the many law enforcement agencies of local/county and State Governments as well as court records of the Missouri Courts of trials and appeals.
  2. Documents and maintains them in a central database of criminal records.
  3. The Department allows online and offline applications, wherein the applicant can order criminal records in person or by mail. Access to criminal records also allows for single window access to relevant records from Federal Databases, especially the National Registry of Sex Offenders.
  4. The Department also provides services for Expungement or removal of criminal records.
  5. Provides Eligible applicants with:
  6. Aforesaid criminal records within the jurisdiction of the State.
  7. Records and alerts of Missing Persons.
  8. Access to the application process for records from the National Registry of Sex Offenders and relevant records from Federal Database of Crime Records.

Online Application

The applicant can make use of the online services of the Missouri Automated Criminal History Site (MACHS) to avail access or certified copies of Criminal Records from the CJIS. The online application stipulates a fee of $14 along with a small convenience fee for name-based searches and varying fees for Fingerprint-based searches (provided that the applicant can furnish a fingerprint card).

The vendor for fingerprint-based searches for MACH is IDEMIA and it charges $28.50 ($20+$8.50) for each State based background check and $41.50 (($20+$8.50+$13.25) for a comprehensive check of federal as well as State criminal records. Processing time for such fingerprint-based verifications is notified as 7-10 days. Applicants can seek further help by calling the IDEMIA toll free number (844)543-9712.

Offline Application

In case the applicant wishes to submit his/her application by mail:

  • By completing the Request for Criminal Record Check Form SHP-158 for a name-based or physical descriptor based search.
  • By also submitting a completed Fingerprint Card (FD-258), if the records are to be accessed based on fingerprint searches.
  • Based on eligibility, a closed or complete record may be issued or made accessible, wherein a closed record criminal history summary, charges summary and any SIS upon completion of probation period. Complete records contain all information, except in the case of arrests, it only provides for data that is less than 30 days old.
  • Fees for the application are prescribed as $14 for a name-based search and $20 for a fingerprint-based search. The stipulated time is stated as 4-6 weeks, fees are not accepted in cash and requests from outside the US must also furnish return or postage costs. Moreover, the CJIS charges an additional $2 for a notarized response.

In case of applications made in person:

  1. The applicant may visit the Missouri State Highway Patrol’s Public Window at the Annex Building,1510 East Elm Street, Jefferson City, except for the public holidays listed on the official page here
  2. The working hours of the said section are notified as 8:00 am to 5:00 pm from Monday thru Friday.
