The correctional facility, located in the Hartford Road of Brooklyn, Connecticut, is all men imprisonment center. The institution is home to both, pre-trial inmates as well as sentenced offenders. The institution is recognized as a level-3 security facility, which is identified as medium security.

Brooklyn Correctional Institution history:

Initially, Brooklyn Correctional Institution was called Windham County Jail. At the time of construction, in 1820, it was used as a jail and a town hall. However, by 1842, a new jail was constructed which included barns and external buildings. By 1863, female prisoners, too, had a section. During these 20 years (the 1840s to 1860s), the county's objective was to employ prisoners as common laborers, for jobs such as digging, harvesting, woodcarving, etc.

In the late 1800s, a prison library was inaugurated that also conducted religious services and monthly meetings by the Women Christian Temperance Union.

The new dormitory facility was constructed in 1990 when the institution was changed from pre-trial level 4 to a medium-security level - 3.

In 1994, sex offender re-programming began.

Brooklyn Correctional Institution inmate programs:

The institution offers a couple of programs for inmates to participate in, some of which are court-mandated, including anger management programs, substance abuse treatment programs, and sex offender re-programming.

Apart from the core programs that help the inmates undergo personality changes to help the transition to integrate into the community as a law-abiding citizen, the institution provides educational and vocational courses such as computer classes and business management programs. Other courses that may help inmates integrate with the society, after return, are Special Education and English (for those offenders who speak another native-like Spanish or Portuguese).

Inmates could also participate in community events that voice against domestic violence. They are also offered the opportunity to talk about the significance of making the right decision to students in schools and with youth who are "at-risk," and what it means/how it feels to be imprisoned.

The inmates can be met during their visiting hours. The correctional facility allows visitors by following the last name system, that is, a set time in particular days of the week is allotted for inmates depending on the alphabetical order of their last name, which is also a type of rotating schedule.

For inmates' whose last name starts with A to K - Visiting hours are:

  • Tuesdays/Thursdays - 6:00 PM to 9:00 PM;
  • Saturdays/Sundays - 8:30 AM to 10:30 AM (and) 1:00 PM to 3:00 PM
  • For inmates' whose last name starts with L to Z - Visiting hours are:
  • Wednesdays/Fridays - 6:00 PM to 9:00 PM;
  • Sundays - 8:30 AM to 10:30 AM (and) 1:00 PM to 3:00 PM

Brooklyn Correctional Institution is closed for visitors on all Mondays. Also, the facility is closed to the public on all government holidays, be it New Years' Day, Martin Luther King's day, Good Friday, Thanksgiving, Independence Day, or Labor's day.

While every institution follows a standard set of rules/regulations, the basic rule that this facility follows is that the visitor must arrive at the center as soon as the visiting hours begin to ensure the required formalities are complete that allows eligibility to see the inmate. Like other institutions, offenders are given a form to enroll a maximum of seven possible visitors. Since the process may take a minimum of 2 to 3 weeks, the Warden has the liberty to offer a courtesy visit to any of the inmate's visitors (that is, the immediate family).

Visitors are, however, requested to call the facility before visiting to ensure the inmate has not lost the privilege of having visitors.

A photo ID must be submitted at the center during the visit. Children must be accompanied by an adult and show birth certificates as well as any additional record (like a report card or social security) at the time of visit.

Visitors who are sick would not be given permission to visit the inmate.

All electronic devices are prohibited at the facility.

Printed materials may be sent to an inmate if, in new condition, it is received as post directly sent from vendor or publisher. However, these materials may be subject to review by the authorities in charge. Similarly, any CDs or tapes must be educational or religious in nature and be shipped directly by the third party, if not ordered by the inmate himself.
