Don Hutto Residential Center History
Don Hutto Residential Center used to be a medium-security prison owned by CCA. This prison opened in July 1997. The prison got its name from T. Don Hutto, who was one of the three co-founders of CCA. CCA announced in March of 2004 that it was closing this facility down. This was because the demand for inmate beds was low.
The company re-opened the facility in May 2006. But it was used to house immigrant families. However, the facility was plagued with reports of mistreatment and non-compliance with standards. The Immigration and Customs Enforcement faced a lawsuit in 2007. The plaintiffs in that lawsuit said that the facility did not provide them with proper education and they had very little privacy. Also, the health care they were provided with was substandard.
The lawsuit brought forward by the American Civil Liberties Union. In 2007 a settlement was reached between the American Civil Liberties Union and the Immigration and Customs Enforcement. The judge that approved of the settlement had said the guidelines were not clear, and the government had to make sure that they were clear.
During the Obama Administration period, the center was closed down. This happened in 2009. But on the 6th of August 2009, the government opened the center to serve as a detention facility for women. Williamson County and the Immigration and Customs Enforcement had entered into a contract. The last of the families left the center in September 2009.
An investigation was launched into this facility by the FBI in 2017. The investigation was launched after reports of the detainees being sexually assaulted and harassed, allegedly by the guards.
On 25th June 2018, the Williamson County commissioners voted to end their participation in the center. The vote was 4 to 1 and it was in response to the immigration crisis. The Intergovernmental Agreement (IGA) they had with CoreCivic ended in2019. This center still houses some of the detained mothers.
